well assume on average, the city is composed of 200 meter structures. now assume each floor is 2 meters (normally it's more but i don't see why it can't be two). that means 100 levels on average, multiplied by 1 million square meters per square kilometer equals 100e6 square meters per 1e6 people = 100 square meters per person. set aside 70% of this for industry and commercial purposes, 30 square meters per person is plenty for a bed and whatever is needed.
