Also, i think you should turn the pacifist armies down. My militarized nations have 10% military. Pacifists should have like 5% at most.
And i think your formula for the defense budget is a bit low. A nation with 50% military budget should be more than 1.5 times better than a nation with almost no military budget. I think it the formula for that should be
1+(B/20)
Where B is the defense budget in % of total budget. It's a nice compromise

Not really. A fighter jet costs easily up to $200 million these days while paying a pilot $50,000 (average us soldier income is 20-30k) for 20 years only costs $1 million.
A tank costs 6 million and even with a crew of 3 being paid $33,000 (it's easier to drive a tank that fly a plane), that is only $2 million over 2 years
Assuming a machine gun costs $1,000 and wears out in one year and bullets cost 10 cents each and 300 are fired per day, that is about $11,000 per year compared to $20,000 salary for a soldier. This is just the gun, not including rations, equipment, suits, everything. The cost of outfitting a soldier is around $17,500 irl.
So i think it is fair to say that although much of the cost is used to hire soldiers, the same or more cost is also used to buy equipment
