The International Relations and Diplomacy Panel of Solea suggests an international treaty to be drawn up by scientists and diplomats to designate the limits for the colonization of space, as to not interfere with scientific operations or contamination of special "artifacts".

In follow-up to the discussion on irc I would like to suggest something that follows the guidelines of this:

Blaist Blaland cannot sign any moon treaty or outer space treaty, it is an important principle and goal of Blaist ideology to colonize and extract resources from celestial objects, for the advancement of Blaist civilization! We can however sign a treaty banning weapons in space.

The treaty would probably share and control funding and supplies to the included nations space programs. If a nation breaks the treaty then they're cut out.
It'd probably have political repercussions as well.

If you really need the resources from another planet, you would be a civil nation and comply with treaties and do things for the benefit of humanity, right?

If you really need something for your market... you don't need to have a private company go up there to have their own monopoly on it and start making profit, that can stay on Universalis! Your government can distribute the resources to companies that produce products from them.

It doesn't mess up your economic system, and people we have minimal control over don't mess up our science!

So... you're saying I could pick a random Aeridanish citizen and they would want to start a mining operation up? Maybe. Would they have the money and capabilities? Highly unlikely. A select few would only have the capabilities to do it, and those right there would be companies with relations and prior experience in space technology and mining technology.

Blaist Blaland wants to share the resources it gathers from space with fellow needing nations on the planet.

As for starting up your own mining operations, that would be impossible in Blaist Blaland. Individuals would not be left to manage tools, infrastructure and ships they could simply steal from the state to play space pirates. Any attempts to act with such greed and selfishness will be severely punished.

The state being accountable for individuals we think is reasonable and should make the states take the correct measures to avoid its populace threatening the productivity and progress of civilization by flying around as space pirates. But which measures would be taken against the states and how if their citizens did something bad?

The Blaist Communist Party is still divided on the issue of whether the country will sign international space treaties or not. It will take a stance when actual treaties are proposed.

yes but we've been doing it on universalis for thousands of years; why can't we continue? Besides, how much do you really care about keeping the moon in pristine condition?

i'd imagine it's because we humans have realized the importance of the natural world and people are trying to put a stop to it so we can try to preserve more of the planet: ie today's environmental problems.

There are no other parties, but having many parties doesn't necessarily equate to being more democratic. If the many parties have little control over the economy or country then it's hardly very democratic. If there are no parties but the country is a direct democracy then that would probably be more democratic than one with several parties. Blaist Blaland has one party which forms a cooperating unity whose positions are elected by the people rather than multiple parties competing for power. Most legislation is additionally proposed and passed by popular votes. Blaist Blaland additionally has a constitution that bans the undemocratic economic system of capitalism and ensures everyone who do not attempt to abuse the system has  the right to healthcare, food, clothes, water, places to sleep, etc.
