3 Axis Hand Tool control

How?

In any 3d creator I've used, you hold shift, or alt, or control to control a single axis when moving objects around.  I couldn't find anything like this.  Does this exist and I'm just missing it?

you can click on the rings and then move each of them individually? is that what you mean
