Extend the voting, and disable votes for all the ones except the ones which tied. I have asked Yqt to make the votes public and reset all except the two that got the most votes, which we think are Desetopia and Oasis City.
Everyone will have one more week to vote for either Desertopia or Oasis City (if those were the ones that got 2 votes), so the one with the most votes by UTC midnight 23. November 2013 will be the one to host the New Year event.

Btw is there an ocelot problem in Oasis City? The jungle biome nearby I think caused a lot of ocelots to spawn if I remember correctly. I can kill them off, even though I'm not sure if I may kill horses and pets in the process. I sort of just don't really want there to be lots of ocelots around causing lag and FPS drops and stuff in the event.

i've finished most of the nether fortress slabbing (7,000 slabs). there are another 4000 slabs worth of stone in the chests if anyone else wants to help cover the netherrack to increase spawn rates.

Did you look in the swamps? They kind of all migrated over there.

Northwest to the area near Awesomeopolis? I guess that shouldn't be an issue for the New Year event. I don't see why they would migrate though.

iron is used everywhere

pistons in farms (wither, general, dungeon, melon), rails (for moving villiagers or items), buckets (used in vatallus, ice farms, cocoa farms, other farms), iron armor (which is most frequently used because of costs), shears (because jungle tree farming without them is very slow), anvils, and hoppers (automatic furnaces, smelting, sorting, delivering, transport, collection, and dispensing of items).

i don't plan on building on all of those sites, they're just what i'm currently considering. If at any time, 4 iron farms are loaded and i play for 3 hours on a day, 270 golems or 1080 iron should have been produced. Not ridiculous, but a decent amount for use

Kol, that isn't bad at all. Maybe I should consider some for Spawntown as well. They just feel too unlegit for me to have really considered them yet because I feel it takes some of the reward of mining away, but since so many other people seem to be making them, why not. Hopefully they don't cause too much lag, probably not worse than the monster factory in any case.

i think the iron trench doesn't work on bukkit i've heard. also every time you login, there's a 20 minute loading period where all this redstone moves stuff around to create the spawning cells. it probably causes quite some lag

This. Unless we build it where the chunks are always loaded, it wont be of much use and is a huge pain to build. Not to mention that a better design based on the same mechanics has been built without  the problems the Iron Trench has. I think it's even faster and doesn't take 20 minutes to restart.
