Upgrade the CPU or GPU to make this game run better?

Looking to build a new computer or make upgrades for gaming. I currently have a 4790k with a GTX 950. It runs well, but often slows to a crawl in this game when there's a collision with a great deal of fragments.

Am I CPU or GPU limited? I'm thinking it's probably the CPU because this video showing someone running Universe Sandbox 2 on the Rizen 7 has it running in intense situations with no hiccup.

Does anyone have a Rizen 7 system? What about the Threadripper? How does it run???

Open up HWMonitor or HWInfo and check whether or not your GPU or CPU usage is at 100% (by definition, a component that "bottlenecks" a program is the one that is at 100% usage when the other components are not).
