I passed Health and Safety at Work Act, "Requires employers and employees to ensure a minimum standard of health and safety in the workplace."

Stats:
Crime: 5.40% -> 5.58%
Disease: 10.95% -> 10.97%
Happiness: 53.50% -> 50.44%
Avg. income: 215.88 -> 215.80

So a drop in income was expected, but law to ensure health and safety at work, resulting in more disease and less happiness... What?
