With a PC like that, it will have no trouble running US2 on maximum settings. While Universe Sandbox may have nice graphics, its not graphically intensive. Having a good graphics card does help, though, but what matters in a game like this is the CPU, mainly because the game heavily relies on the CPU for physics computation.
And your PC has a great CPU, so you're good to go.
EDIT: I should note that a fast CPU isn't required to get the most out of US2, you can get just as much out of the game with a lesser CPU. The only thing a faster processor does is let you have more going on in the simulation at one time (particles/debris, bodies, etc.), but that doesn't prevent you from fully enjoying this simulator.
