also, i think that is a bad random generator. other people can't make sure you aren't cheating. you should make it so everyone can verify (use stocks)

what happens when one nation has a larger military? Shoudln't they be able to attack more and have a higher chance of winning? How much land can you battle over? Why not war over entire continents?

Also i took your wall of text and put it into something more understandable.

Chance of attack succeeding in %= 100-(10A/(B1*A-B2*D))

Where
A is the size of the attacking army
D is the size of the defending army
B1 is the modifier applied to army A
B2 is the modifier applied to army D

B1=1*modifiers that apply to B1
B2=1*modifiers that apply to B2

Attacker modifiers are applied to B1
Defender modifiers are applied to B2

Modifiers (If more than 1 applies, multiply):
Defender receives a modifier of 1.5 at first attack
When A's first attack fails, the second time around, defender loses above modifier
A counterattack started by D after A took land causes A to be multiplied by 0.9
After A holds D's land for 2 turns, it is A's land and then A becomes the defender and receives the 1.5 modifier.
If either army is bombed, a modifier of 0.7 applies
If either army is bombed with nuclear weapons, a modifier of 0.7 applies and the defender modifier of 1.5 is cancelled.
If major city on either side bombed, a modifier of 0.8 for all armies of that nation applies for 3 turns and the defender modifier of 1.5 is cancelled.

Other:
Two or more armies can join forces to invade another.
Pacifist nations get their total populations divided by 20 to get their military

So i also think that pacifist nations military should be only 4% of their population BECAUSE:

even my most militarized nations, which are insanely so, have less than 10% of population in military

AND

also, the defense budget should play a role. If i spend 10% of my budget in military, i think the size of my military should increase 10*10=100%.
So if military budget is 5%, then increase military by 50%. (150% total)

Do you think this is a good idea? after all a nation with $2 trillion in weaponry will do better than 50 million civilians with rakes and chainsaws.

Also, i think you should turn the pacifist armies down. My militarized nations have 10% military. Pacifists should have like 5% at most.

And i think your formula for the defense budget is a bit low. A nation with 50% military budget should be more than 1.5 times better than a nation with almost no military budget. I think it the formula for that should be

1+(B/20)

Where B is the defense budget in % of total budget. It's a nice compromise
