The results of decisions are evaluated by several other computers which calculate how good the outcome was based on various factors like gross happiness increase, time saved, etc. Citizens can vote to slightly and gradually change how secondary computers calculate this score to indirectly control the primary decision making computer. this lets them choose whether they want more time or happiness, or material wealth. however, citizens cannot directly control the primary computer and evaluate its decisions because that might lead to short-sighted decisions and outcomes that are not optimal. (making it simpler for less intelligent people).
to put it in an analogy: primary computer is the gps that tells you the location of the best gas station, while secondary computer determines which gas station is the best based on time wasted, gas used, and money saved. citizens are the entity which tells the secondary computer how much they value time vs money vs quality, so that the secondary computer can evaluate which gas station is the best. except you don't know if the gas in any gas station is defective or sabotaged. so after you buy the gas you tell the secondary computer if you want higher-quality gas or save time and have lower-quality gas, and the secondary computer computes the best gas station based on these new parameters and sends it to the primary computer to figure out how to get there.
