I'm curious how ground combat will work. The naval combat seems a bit complicated but I guess it's ok.
I'm also not sure how claiming new hexes or hexes from enemies works

4 military you could have like 6 boxes and a binary system so you could have up to 64 amies

Btw in the Google doc your income from T9 refers to the military tech cell and not the administrative one.
I assume you can only perform one thing per hex per turn so no settling + developing multiple levels or building ports?
