there are more trade goods than that

also city size is 0 to 1 million (but this is only recommended for the huge cities in the 1700s and 1800s)
base tax is 1 to 15 for colonizable provinces
you do not need the temple/workshop/marketplace/university lines

all trade goods:
grain wine wool cloth fish fur salt (base goods)
iron copper gold slaves (metals)
ivory tea chinaware spices coffee cotton sugar tobacco (exotic goods)

because you're not going to have a big region of super rich cities in the south (this is what base tax 14 is for) and you're not going to have wine and sugar being produced in antarctic conditions
