You could try Ming or a minor Indian state.

As far as I know, you can't do anything to khanates except for tributes.

I sorta figured out how to conquer khanate territory. You must occupy them and wait until they defect to you. On my Brunei game, the provinces of Oirat Horde defected to Ming and Delhi while the Mongol Khanate also defected to Ming and Manchu. So that might be the case.

EDIT: Here's my current Brunei campaign at 1411.

My Ming died. I declared war on Manchu (and was that a bad idea!) they took over most of my northern zones. Korea and Tonkin then declared war on me, and I was allied with Anhuttyata (or something) and I was taking over Korea and got Pyeongam, and Anhuttyata got Viet Bac from Tonkin, and 2 things from Korea.
