you need 8 shipyards.
then click on production tab
and build.

also, 8 energy, 4 stellar, and 1 warp technology is required. You unlock warp technology when you reach 8 energy and 4 stellar. You need 8 research labs to research warp.

Ehhh, i have Gas 3, but that not matter because im doing fusion plants.

I would say it matters, because you won't be able to get enough power only from fusion and antimatter. Their costs will increase exponentially.
Orbit 2 and 3 get +1 fertility (and 2 has 3 solar energy, while 3 has 2 and 1 has 4). This makes orbit 1 and 2 the best ones, except for a few cases where some astro types can get 5 gas in orbit 4 or 5.
So all in all the astro has 1 fertility less than an orbit 2 has and 1 cheap energy less than an orbit 1 would have.
