[FIXED] City Lights during the day?

I am not entirely sure if this is meant to be a feature or not, but there are city lights during the day.

This is fixed in Alpha 15.9b.

Don't know, I might have messed with the climate while taking this screenshot, but I don't remember doing it. Maybe its an extreme winter
