True, you can't develop squares the same turn you take the zone, and can't develop multiple levels during a single turn.

Can you redo your turn please?

suggestion?: add more concentric squares around the extractor military bases and make them upgradable, filling in rings as the level goes up

I'll probably make just four squares inside the square then, or make them like the cities instead. Good suggestion though, I'm considering it, but it won't be before game 5. :P

Just a small thing I thought of: What about giving you double victory points if you win the game by conquest after starting a revolution? It'd be called "Revolutionary victory". I think it'd be a sort of epic way of winning, because you're in an almost impossible situation, and winning from there would be extremely hard (or require a lot of "luck"). :P

True. I don't like the word "luck" at all. But I mean in the sense I was "lucky" in game 3, by Quontex joining, giving me his land, Darvince spending a lot of his resources on Naru, who was inactive, who wanted to give his nation to Darvince, who refused to accept it, and then he gave it to me, and me then nuking Darvince with one artillery base. :P
