Why isn't there an overline? I mean why is there underline? Shouldn't there be an overline? Or why isn't there overline instead? Why underline?

Actually, overline isn't needed, and it doesn't catch attention...why not both?

I am wondering why the underline was and just wasn't the overline? Who came up with it, and why not the other way. I have no reason why it should be. I just wonder.

Underline is just like capitalizing the whole word. It is meant to catch attention to make the word important.  Overline has no real use.
