The Moon slows down the rotation of the Earth, and has done so since it formed. When the dinosaurs lived, I think one day was 23 hours. It would be nice to have 25 hours in a day, wouldn't it? All of them are extremely small changes, and the Chile earthquake is just one of many earthquakes of that size which have happened for thousands of years - as the article said, the Sumatra earthquake was bigger. So earthquakes like that are common over many years, and they don't cause things that will kill many people afterwards.
