A (most likely) nooby question about Universe Sandbox 3

I've not been following the progress of US3 thus I have no clue to the answer, but Is it going to be a whole new game or just a big update-will we have to re-buy It?  I'm not trying to say that'd It's a bad thing to re-buy It (I personally will (probably) anyway), I was just wondering.
