you should not be punished for editing an area of locked coastline, if you are the one that locked it. you should be able to unlock it if other people that you touch agree with you unlocking it.

If you're not sure, don't lock.
why should i (or anyone, for that matter) lock any coastline then? disadvantage: may not edit area againadvantage: ?and i don't subscribe to the thing about not making history or climate before coastlines lock. i can do it anyways
