Users may request a shared IP permission for certain situations where they need to login in public or shared networks, allowing Astro Empires to keep their accounts under surveillance in order to avoid any abuse. Astro Empires reserves the right to grant and/or revoke such permissions. Free accounts are not eligible for IP sharing permission."
Darvince could restart by deleting his old account before making the new one, and not interfering with whatever could remain from the old account (like UC). I think that would be ok according to the rules.
