Do planets slow down from asteroid collisions?

I just wanted to know if the planets slow their orbital spin velocities (spinning on their axis) from say heavy asteroid bombardment.

Not sure if US Legacy did but in US2 rotational speed and even angle can be changed using large objects (smaller ones wouldn't and don't effect rotation much)
