This map consists of zones, connections between zones, and non-traversable water. An empty zone is #FFFFFF, or white. It is surrounded by the color(s) #000000 and/or #3C0000. A simpler definition, if you know the word contiguous, which I highly doubt you do, is a maximal contiguous region of #FFFFFF bounded by colors which are not #FFFFFF or the edge of the image. Countries are irrelevant to the game of Simple Europe Map Game, with no defining characteristics for the gameplay.
The connections between zones are #7F7F7F. They define zones which are not physically adjacent, but for gameplay reasons, have been made adjacent. Two edges of #000000 which are connected by a line, with or without angles, of #7F7F7F, connecting areas of #FFFFFF, are considered adjacent and as such, one may be colonized or captured from the other without breaking the rules.
Finally, the color #2D6080 is the color of the sea. If #000000 is touching #2D6080, then this also counts as the edge of a zone, and as such, zones (defined as areas of #FFFFFF surrounded by #3C0000 or #3C0000 and #000000) are not connected to each other when the colors #000000 and #2D6080 are what separates the two. The edge of a zone can therefore be defined as that which touches a color which is not #FFFFFF.
Players complicate these previous rules, as their color may be anything which is not an already used color, with the used colors being defined as those which each player has chosen in addition to #FFFFFF, #000000, #7F7F7F, #2D6080, and #3C0000. The zones which a player owns are defined as that which are an identical color which is not one of the previously defined used colors. The color that a player chooses must have a value between 100 and 600 (for example, two colors on these limits are (0, 64, 36) and (250, 200, 150).
This game uses resources to define how many zones a player may take. Each unit of resource is added to the amount of resources available per turn that a player has. A turn is defined as a period of time in which each player may expand once. Each player begins with two resources each turn, and added to that is given one resource for every zone (area of #FFFFFF surrounded by #3C0000 or #3C0000 and #000000) which the player owns. For example, a player with ten zones has twelve resources at the beginning of the turn, due to the base number of resources in addition to the ten zones that they own. A new zone costs two resources if it is not owned by a player, and five resources if it is owned by a player. You may only claim neighboring zones from the ones you already occupy.
A saved resource is defined as that which is not used during a previous turn. For example, a person may use six resources during their turn, but have ten resources that they could have used. The remaining four resources will become saved resources, which are able to be used in the following turn. If they are used in the following turn, they are treated just like resources which have been used during that turn, and disappear as they have been consumed in order to colonize more zones. For example, if someone has five saved resources and eight resources that were produced that turn, they may use thirteen resources to colonize new zones. If they use twelve resources in that turn, then the next turn they will only have one saved resource.

In this game, you play as a nation (unrelated to the actual nations of Europe) and try to conquer the continent. You are always at war with everyone. You begin with two resources, with each province giving you a one resource bonus. Resources are 100% saved at the end of the turn, so do not fret about missing a turn. Each empty province costs 2 resources, and each claimed province costs 5 resources. However, if you miss 5 turns in a row, then you are removed from the game. You can travel along the grey lines in the ocean, as they are connections between the different provinces. You may only claim neighboring zones from the ones you already occupy.
