If you referring to the next update, you can get it for free if you bought/downloaded Universe Sandbox 2 already.
If you were referring to the next release (i.e. US3), then its not gonna be free..

Who do you mean by 'they'?

In order to get the premium edition of version 2 you have to buy it. There's no scam. If you buy, you get a product key that will unlock all the features in version 2.

All point releases of version 2 (like 2.0.1 or 2.1) are free to both the free users and premium users.

As Universe Sandbox is my sole source of income I need money to pay my rent, buy computers and software, and pay for my connection to the internet.

While the future is unknown, my current plan is to continue improving and updating Universe Sandbox 2 for the foreseeable future.
