also i take this as an adjacent zone? just making sure

by artillery base range, if the arty range is "2" it's a bit confusing. Is range the same as your definition of distance?

two touching regions have a distance of 0 according to manual

I don't think they were meant to be adjacent, at least I should had made the adjacency much more clear if I wanted them to. But let's just play with them being adjacent, then.

As for the range, I'm not sure what I meant, but just go with it being defined the same way as distance. That's how it should be anyway.

Bla, don't you think the 10,000 tech for artillery base lvl 4 is insane? If you have 5 research bases all lvl 4, it would take over 8 turns to get enough tech for it.
