I decided that trade should only be updated when each round begins, so it isn't a benefit to take your turn late.

Actually everything might as well just be updated when each round begins... Would you prefer if your income was fixed at the beginning of the round, or should it be possible to change it during that round if someone who took their turn before you attacked you? And should trade be fixed or change during the round as other nations probably increase their production?

I would prefer it to be completely fixed, I think.

Deoxy, you can only spend 4 resources (because you spend 2 on tech), so you're forced to save them. So you can just consider your turn taken.

You can't do it before next turn. Your 25% tech rate means that you must spend 2 of your 6 resources on tech, so you have only 4 left.
You can either save them or build a level 1 city. I would recommend the level 1 city, it gives the same production as a new zone. It would be very useful actually. But that's just my opinion.

I think it should be fixed.

I propose that if anyone wins 5 games in a row that they should not be able to participate in the next one, to allow for someone else to win and prevent a monopoly.

I'll let everyone be able to set their tech rates to another value before taking their turn in round 2, also because I changed the system to not round up after you all set your rates.

So Deoxy, you can set your tech rate to a lower level so that you can get 5 resources the first turn. Ok with everyone?
Anything below 25% will make it possible to claim a zone.

As it is now, according to the rules, everything is rounded off normally (below .5 = down, above or equal to .5 = up).
