1, because it's at the end of a long avenue, or 2, because it's in the middle of that avenue.

I've voted 1 and 3. I personally like 3 because then I can see it if I come along the road from Spawntown. But I can imagine 1 would be better for people just visiting Desertopia in general, and I do think that's a better location than 3 if you're on top of the roof. Outside the roof I'm not sure how visible it would be there, so for that it makes more sense to have it at the end of the roof I think.
