He wasn't kicked out, he was just placed on the inactive nation list. Those nations can jump back into the game at any time.

Yes.

This means Darvince's turn is reset, and you can both take your turns.

About Darvince's map: It isn't possible to bombard sea bases or plain land zones with artillery bases yet, but I might make that possible in game 4...

You can bombard hamlets, villages, towns, cities, metropolises, artillery bases, military bases, extractors.
You cannot bombard plain land zones or sea bases.
