We don't want uncensored weapons research in space to be available to states that go against human rights and threaten the planet. At the same time, if we allow censoring of weapon research, states could use 'weapon research' as an excuse to censor their scientific findings. Additionally, it seems unlikely that weapons research in space will improve the lives of the people on our planet than it will threaten them. So the simplest and safest option that the Blaist Communist Party is proposing is to ban weapons research in space.

Well since I'm in a Cold War against Kallisto I'm pretty sure with thousands of nukes on each side the planet will be destroyed anyways.
Good, so you shouldn't need to research weapons in space, that should mean there should be no problems with the ban.
The Blaist Communist Party would additionally like to propose a ban on military installations in space. It's not realistic that they'll disappear from the surface of Universalis but at least we should avoid escalating the arms races into space as well.

You can use rockets for other things than weapons so if you were interested in advancing rocket technology in itself, putting weapons on them aren't a very efficient way to do that. As for funding for military purposes being easier than for civillian technology, whether that reflects reality or not that problem should easily vanish within a planned economy where the state has total power over where resources are allocated.

Of course, there would be no point in making these treaties if they are ignored by countries, so that would leave us with the choice to give up the treaties, or impose sanctions, such as refusing to trade and cooperate, etc. with states that don't follow the treaties.

I've also had ideas for stacked farms in mind, I don't think it's a hard idea to get. Blacraft is filled with those kind of things. I'd be fine with it being invented in Aiyota in the context of our fictive history and spreading from there to other countries.
