Game keeps shutting down

I bought the game 3 months ago and everything was fine, however i had to reset my computer and re-download the game and now everytime I start it up a message appears saying that i need to have steam running in order to proceed, and then it force closes the game. This is a problem because I already have steam running and even have a tab open with the steam homepage when this happens. Is this a bug or do i need to do something specific to stop this from happening?

Is the issue still happening? Users in the past who have reported this say that it goes away after restarting Steam or your computer.

I have heard this happens to many people my advice would be to restart the system and your computer and see if it is a bug there if not I think the bug is in the game. What game is it?
