And Nue, your calc passed the test... I just fail to see how it's any different from the one I made.

It is unclear as to whether your spreadsheet is updated to the current turn for all players who have taken the turn or if it is still using last round's data.
It is updated at the start of each round. It doesn't change between turns. The resources you can spend are shown for the active round. Then, on the end of each round, all the changes on the maps are calculated to update the table.
Also technology is unclear as well, do you count technology gained during the current turn in the calculation for resources? (Something for this should be in the manual, unless I'm blind, because I don't see anything stating this specifically)
Technology – c
Your technology (c) is the total amount of resources you’ve spent on improving your technology during the game, assuming no other nation has stolen/destroyed some of it if it conquered a research base you built (see Development).
If you mean... The tech you get during the round, no. That's like you don't get production from the zones you might claim during the turn, or you don't pay for storing resources you might save the same turn.
I can put it in the manual if neccesary?
