Bielosia to split into multiple regions?

Speculations of plans to split the Bielosian nation into a federation of regions has been reported ever since the start of the year. The division of the nation, nearly a North-South divide, has caused some outcry in few cities across the nation as they are to deal with decisions from their respective capitals that could be hundreds - or even thousands - of kilometers away. This could be the end of the existence of Alieosia and Byisotia as federal, functioning states, some could say.
However, the opposition side states that such divisions could lead to disagreements over boundaries, transportation, water, and such. With the Upper Valley in need of water after the drought of 614, this could lead to further problems of how the water should be distributed. And as the Byisotia lingers in commercial success, especially in port cities and agricultural success, its neighbor, Alieosia, only manages to find industrial and some agricultural success; the mountains provide ore and helps transport it down into the Bielosian capital city. If this system is ever to break by such divisions, it could cause some rockiness within the Bielosian government.
One likely agreement over the issue could be simply dissolving the two states altogether and allow its sub-subnational divisions to operate as independent regions themselves under the Bielosian government. This could allow some interests and cooperation coexist, but it is not definite that such continuing means could last forever.
