Yes, there's a way to fix that.
It's caused by an optional setting in the Nvidia Control panel called TRAA (listed as Antialiasing - Transparency) under the Manage 3D settings menu.
You should just be able to turn it off under the global settings, and make sure that you're not forcing or overriding the application settings for AA.
You can also just click the "restore" option on the bottom right, and it will put your settings back to default, which has that option disabled automatically.
If you want to do this on an application level, instead of a global one, you can click the program settings tab, click add, and navigate to your installation directory of Universe Sandbox 2. You can then select the executable file for the game, and set application specific settings.
