Kerbal space program is one.

There is a thing where you can construct your own spaceships for Space Engine, though it's somewhat limited right now. You can still import spaceship models, but I don't think that's what you're looking for.

Spore

But not if you need them as model files.

There are a few games out there with great starship builders. Galactic Civilizations's starship builder is basically a sandbox. However, despite the fact that the models are 3D, I don't know if you can make model files out of them and I'm pretty sure you aren't looking for a game along with it.

All I know of are KSP. And I know you have that.
all I can suggest is just getting lots of satellite part add-ons.

Try a real CAD software, like Cinema4D, Blender or Rhino.

When you finish you can export to a number of 3D formats, including ubox2 and prolly 3 as well.

I don't know if he is looking for that kind of program.

Universe, you probably should use google since we don't know exactly what you're trying to look for.

Downside is a learning curve as a trade off for more freedom.

Matt is right.  But I keep my suggestion. And for a soft I sugest what I'm currently using: C4D as is easy to use as Rhino and as powerful as 3DSMAX and light as Blender, or Sketchup.

It took me about one month to start building nice things. And about 3 months to really improve my models.

If you're interest (or anyone for that matter) I can show you what I've been watching reading to improve my modeling/texturing/lightening skills. Actually modeling is not that hard, texturing/lightening are the real challenge for 3D.
