anyway i think we should each be able to get one, but no more than one city in alpha++ and possibly 0 as well if your people live spread out.

maybe multiple in other ranks.

According to Lapis Theory, the true reason is that the Kipzic people talk in binary and just round their city pops to the nearest power of two. :)
