They're just posting artish pictures of ficticious cities in their NationStates, so I guess you can join just by going somewhere like here and posting the images and describe them as your cities. Or by making the images yourself.

@ Kipzic acid: Kolnah, but I generally like to postpone the design of my cities because I always think I will come up with a better idea than what I decide at the time and that I don't take enough things into account in designing the city, so that I never actually really get it done. That's the story of most creative things related to Blaland, the space state, etc......... :/
