Btw, who took about 300 iron ingots (probably in the form of 32 iron blocks) from Spawntown Public Storage? Not that it's a big problem, since we still have more than 800 iron left, but still... What do you need that much iron for? Remember the policy of only taking what you currently need.

You can build a tunnel. You can also have both a road and a tunnel, or just a tunnel. Roads just make it easier for people to explore different people's areas and avoid getting lost.

I'm not sure what you mean here. Yes, you can make rail tunnels. The ocean is no problem to the normal rail tunnels at layer 50, though. Do you want rail tunnels which are like the usual ones at layer 50?
I recommend not making rail tunnels close to layer 50 if you want the "officially regulated and approved" tunnels.
