Mouse scroll wheel doesn't work

How come my mouse can scroll up and down (and zoom in and out) in normal programs, and I can't zoom in or out with the mouse wheel in US?

Is this a new problem in 2.0.7 or has it always been like this?

Go into options and make sure that you don't have 'Disable Mousewheel' checked. Did that fix it?
