FIXED (qualifying is basically the same but we're running it again)
the new algorithm looks something like this, which is for a track of difficulty 5 (in any skill) and the x axis is the relevant car or driver skill:

the y axis is the modifier from the base lap time
the function is piecewise:
orange line is for skill < track difficulty
red line is for skill > track difficulty
here is what the red line looked like for a difficulty of 1 before the update, which is when it was the worst

so you can see how the modifier begins to get bigger beyond a certain point (turns out that point is actually e lmao)
the min at 2 difficulty was 2e
the min at 3 difficulty was 3e (negligible)
this mins at 4 and higher were beyond 10 so they were not a problem at all
... and it began to rain (also probably didn't affect much, since the track did not get very wet)
