I don't know, found it on some random site and replaced the edited-in photo of Obama with Lenin, but my guess would be North Korea, I think the Chinese military uses some somewhat different caps and a darker shade of green for their infantry uniforms, and the high concentration of medals increases the probability of it being North Korea a bit, even though they could also just be high-ranked military people. My odds are 80 on North Korea, 15 on China and 5 on Obama's secret NSA divisions covertly implanting socialism into various burgers in McDonald's... restaurants or whatever they call themselves
