List of things I want to change in game 3 (I may change this later, it's just so I don't forget it):
Choose colors from a list/grid, where each color has a number and are reasonably different.
Make artillery bases able to bombard empty land zones and sea bases.
Maybe make some sort of technology, which you can spend resources on each turn, which gives you a bonus multiplier for your future production. Losing large cities would result in a loss in technology, or enemies capturing it.
Ristrictions on the number of targets an artillery base can bombard pr. turn.
