Why is it such a big problem, when you could just develop the other city... ???
And what is it in the rules that you hate? And remember, the rules are the same for everyone, so if you get a benefit, we get it as well. I can't change the rules so you can beat me, everyone have to be equal for the game to be fun.

About the oil drills, I don't think they should give more than 1 resource. Rushing for all the sea bases with no cities on the land would make the game very unrealistic. I think they should rather be strategical bases you develop if you need the strategical advantage, and leave out otherwise.

I'd say make it cost 6 resources for building an oil drill, which means it would only profit after seven turns, or, make them give 2 resources, and make them cost 10 resources to develop. This would mean a bought to profit time of six turns, which is only one turn less than if they cost 6 resources to build. However, you could just have it be another 5 resources on the sea base, just like for defensive bases and artillery bases.

Good suggestions, but I think the sea bases have some fine roles currently. You don't want to build them excessively, but they're useful for reaching more land zones and as larger defensive zones which can make your country easier to defend and aren't a horrible loss, if it has enough resources. Like "buffer states" (if you can say that in English).
