If it's okay with everyone else, you can. It'd be fine with me. But otherwise, you'll have to start a new nation by "revolution" - breaking free from an existing nation by claiming one of it's zone in the beginning, and starting a war against it (this could also be done against the barbarian territory your old nation turned into).

So, NeutronStar, Darvince and Naru523, is it okay with you that Deoxy99 takes control of the grey territory?
