Yes, all zones that are not white are counted as enemy zones and require twice as much to take. Taking them is considered an attack, while taking a white zone is considered colonizing it.

I have a new idea. Maybe we should just place people on the inactive list after they've been inactive for one turn? They can still join again whenever they want to. That way the game won't be revived so many times if people simply don't want to play, too.

Probably true, they can still wait three days though, but they won't have two and one days on their second and third turns, which won't exist as they're placed on the inactive list instantly. The new system has been implemented.
