GPU: Inteld HD 4000
RAM: 4GB
Hard Drive: 900GB
OS: Windows 8.1

And that's it, please tell me if I coudl run this on medium or low in decent and fast FPS.

Im not an expert on this stuff, but you should be able too...

Dont expect a high FPS, your probably never getting 60 unless yuo only have 1-2 bodies that arent colliding.
Just try to avoid too many objects and excessive collision and you will probably keep around 30 FPS on average.

NOTE: For the most part I dont have any idea what im talking about and im probably wrong, so if someone else like dan posts on here disregard this post.

Ok, that's cool but according to the GameDebate System check for US1, it said I could play on High graphics and play pretty fast. My High graphic settings average was about 30-40FPS. But ya. I hope Dan replies.
