Is A South Atlantic Storm Brewing?

There is a storm on CIMSS and NRL that says a storm, designated 90Q.INVEST, exists. I read that Q means south atlantic, and those storms are rare. A 2004 cyclone formed down there next to brazil. It was category 2! It is the only hurricane strength one ever fomed. There have been subtropical storms and tropical storms, and another one may be coming!!!
