Absolution: 3.93 million

All I did to get 4 million on Absolution was change the percentage of people in my country that are in the military to a higher amount.

draftings could be possible, but making up a percentage for your army doesn't account for the decrease in economy and production. there is a drafting issue, or kinda, and i've approved it, but it hasn't changed much.
