That isn't dumb... I don't even know. Well, I do, but I don't.

An invest is a semi-organized (circulation, winds, etc,.) area of low pressure, over the ocean.

Why it's called invest, I don't know.

I know. Invests are low pressures and given as 90-99.

Because the low pressure invests it's money in the area, as simple as that. :)
