Title: tuto's pavala eu4 mod

tuto sent me his basic thing a while ago and

progress!

things to fix:
- amalthea's heightmap & world_normal
- you can't occupy provinces

all the land provinces in amalthea were made yesterday and northern amalthea sans laewa has countries and there are a few states that can revolt. also the occupying provinces problem is fixed in the soleani area, so i think it has something to do with provinces not being in an area and region or something
