Title: Why do the locks not work?

I go to lock the radius of the Earth and I increase the mass of the planet and it starts to get bigger from 6371 km to 6880 km after I made 1.30 earths. I don't think that is supposed to happen.

The locks are a feature that needs some attention. We've been making a lot of changes and improving the simulation, and the locks just haven't caught up yet.

What's happening is that the composition of the body is determining a new radius, you can disable the option "simulate radius" and that should prevent it from changing on you.
